Montserrat is a British Overseas Territory in the Eastern Caribbean, defined by the Soufrière Hills volcano that destroyed the original capital Plymouth in 1995–1997, burying two-thirds of the island under volcanic ash and pyroclastic flows. FLOW provides 4G coverage across the inhabitable northern zone, supporting navigation to the Montserrat Volcano Observatory, the exclusion zone viewing points, and the ferry from Antigua. FLOW's 4G covers the inhabited northern zone — Brades (the de facto capital), Salem, St John's, and the airport. The Montserrat Volcano Observatory (MVO) on Flemmings Hill has coverage. The exclusion zone boundary viewpoints at Jack Boy Hill and Whites overlook have coverage.

The exclusion zone itself (the southern two-thirds of the island) has no mobile coverage and access is restricted to guided tours only. The buried city of Plymouth is visible from the exclusion zone boundary — an extraordinary sight of pyroclastic deposits covering a modern Caribbean town. The Belham Valley ash plains are accessible on guided tours with advance permits.

The Centre Hills (the northern forested spine) have basic coverage on the lower trails. The Montserrat Cultural Centre in Salem and the ferry terminal at Little Bay are well-covered. The island is quiet and unhurried — a compelling contrast to the busier Eastern Caribbean islands.

Montserrat uses the Eastern Caribbean dollar (XCD). English is spoken. The island is accessible by ferry from Antigua (90 minutes) or small aircraft.
